GOP Senator Sets Sights on House Republican
with New PAC as Conduit for Challenger Cash

Texas House Open and Challenger Races

Texas House Races to Watch Fundraising

Texas House and Senate Fundraising

By Mike Hailey

The GOP establishment is riding to the rescue of a handful of endangered Texas House Republicans including a four-term representative who's being targeted by a conservative former colleague who won a promotion across the rotunda two years ago.

GOP State Senator Pat Fallon of Frisco is attempting to knock Gatesville State Rep. J.D. Sheffield out of the House as the leading donor to a political action committee that contributed $27,000 on the same day last week to primary challenger Shelby Slawson in the race for the lower chamber in Central Texas.

The Senate rookie from the suburbs on the northern edge of the Dallas-Fort Worth area funneled money to Slawson with a $15,000 contribution to the North Texas PAC for Trust, Honesty & Integrity in a bid to boost her odds for a runoff spot in a House District 59 race that features a second challenger who's been on a record campaign spending spree.

The Republican primary showdown in HD 59 has the largest price tag by far in a fight for the lower chamber in 2020 thanks mostly to House hopeful Cody Johnson - a Stephenville business owner who spent more than $500,000 in the last month alone on a campaign that he's bankrolled with loans of more than $1.1 million.

Sheffield, who's a physician, countered by raising more than $203,000 during the same span of time with the political action committee for the Texas Medical Association contributing $100,000 to his re-election campaign early this month. Sheffield received a total of $16,000 from 11 current House colleagues with GOP State Reps. Kyle Kacal of College Station and John Kuempel of Seguin giving $5,000 and $2,500 respectively during the month-long reporting period that ended eight days before next week's primary election.

A Stephenville attorney who's sought to run to the right of first-round competition, Slawson shelled out more than $109,000 on her campaign in the past four weeks when Sheffield spent almost $225,000 on the primary survival bid in a race that appears to be headed for overtime this spring. Fallon served six years in the House as a member of the same freshmen class that featured Sheffield. While Sheffield has been an unapologetic moderate with strong support from the party establishment, Fallon had the hard right in his camp when he ousted a veteran Senate Republican in the 2018 primary election with Lieutenant Governor Dan Patrick as his leading contributor.

State Rep. Dan Flynn of Van rounded up almost $136,000 in the past month as a Republican who might be the Legislature's most vulnerable incumbent at the primary ballot box one week from today.

Primary rival Bryan Slaton - a Royse City Republican who Flynn narrowly defeated in the last two primary elections - reported contributions of $33,000 in the same time period as the challenger who's appeared to have the best chance of knocking the incumbent out in House District 2. But HD 2 contender Dwayne "Doc" Collins of Ben Wheeler fortified his own campaign with a $50,000 loan this month in a bid for a slot in a primary runoff in the northeast Texas district.

State Reps. Jared Patterson of Frisco and Briscoe Cain of Deer Park - a pair of Republicans who'd entered the lower chamber as tea party heroes - raised $171,000 and $108,000 in the past four weeks as lawmakers who alienated some conservatives with their unwavering support for scandal-plagued Speaker Dennis Bonnen. Cain and Patterson have appeared to be in harm's in the face of primary opposition from Baytown City Council member Bob Hoskins James Trombley of Frisco respectively.

But Patterson and Cain both had help from Governor Greg Abbott with non-monetary contributions of $32,000 and $29,000 respectively in the past month. The Republican governor also spent $29,000 on advertising for State Rep. Dennis Paul of Houston in a primary duel with firefighter Ryan Lee in a race that's turned out to be more competitive than initially expected.

Patterson reaped combined contributions of $23,000 this month from seven GOP colleagues including $10,000 from fellow freshman State Rep. Mayes Middleton of Wallisville. Middleton donated $20,000 to Cain.
